Basic principles

These have a variety of purposes, such as converting an old school house to a home or converting an old collection of stationery to a stylish new home. (AP) – The Michigan Senate gave final approval Tuesday to a measure that would end the state’s requirement that voters present identification at the polls, although the Republican-controlled House has yet to take up the bill.
House Republicans are balking at a requirement they say will increase costs and keep many voters away from the polls. But Democratic Gov. Jennifer Granholm said the measure will ensure the integrity of elections, and she’s expected to sign it.
“My final decision has always been to sign it into law,” she said. “I stand by that.”
The law, the only one of its kind in the nation, requires people to present a photo ID when voting in person. If voters don’t have one, they can cast a provisional ballot at a polling place.
The measure by GOP Senate Majority Leader Mike Bishop of Hollister was passed 37-0 and now heads to the GOP-controlled House.
Bishop said “the bottom line is that it will allow people to go to the polls without being disenfranchised.”
Democrats note that in two of three presidential election years, the last time the Michigan law was used, turnout was unusually high.
“It’s clear that the requirement is working. It’s probably having the intended effect,” said University of Michigan political science professor Samuel Popkin, who has studied the law.
Nearly three-quarters of the state’s 13.5 million voters use the federal standard of ID to get a driver’s license, and nearly all of them cast a ballot during the 2006 election. Nearly 100,000 were turned away from the polls because of the law, and about 200 were jailed for not presenting proper ID.
Granholm has said she wants to avoid a repeat of the 2000 presidential election, when voters went to the polls and were not permitted to vote. That year, about 600,000 voters used provisional ballots.
